The Irish Refugee Council (IRC) is the leading non-governmental organization promoting the rights of refugees and asylum-seekers in Ireland.

The role of the IRC has evolved considerably in recent times. The organization is now poised, backed by increased funding, to launch an extended advocacy campaign to promote the rights of asylum seekers and refugees in Ireland.

To spearhead this exciting phase in its development, the Board of the IRC wishes to recruit a
Chief Executive
who will play a central role in the growth and development of the IRC.

Reporting to the Executive Committee of the IRC, the Chief Executive will have executive responsibility for driving its strategic plan to fruition, providing dynamic management to a small group of professionals as well as overall responsibility for the organisation’s research, policy development and advocacy campaigns.

The successful candidate is likely to have a background that includes
• A track record of proven achievement at senior management level in a related field
• Experience of successful development, implementation and management of business strategies and plans
• Successful influencing of policy makers and service providers and experience of working in partnership with a range of other bodies.

The ideal candidate will have demonstrable leadership qualities of vision, drive and motivation and an excellent range of interpersonal skills. He/she will have an understanding of issues facing asylum seekers and refugees.

Job Description

Irish Refugee Council Vision and Mission Statement
The Irish Refugee Council's vision is of "a just, fair and inclusive Irish society where people seeking refuge are welcome and valued". Its mission is to pursue fair, consistent and transparent policies and to promote informed public attitudes in relation to people seeking refuge.

The Organisation

The Irish Refugee Council (IRC) is an independent non-governmental and membership organisation (NGO) which was set up in 1992. It is registered in Dublin as a company limited by guarantee No. 188693. Chy No. 10153. It has its head office in Dublin and a sub-office in Ennis.

The Position

The current CEO will be leaving the Irish Refugee Council in April 2007 after over 7 years in the position.

The post of Chief Executive will be central to the growth and development of the Irish Refugee Council and will play a leading role in the promotion of positive policies and practices on issues relating to refugees and asylum seekers.

The Chief Executive will have executive responsibility for the strategic development and management of the organisation, for implementation of the IRC’s strategic plan for 2006 -2009 – copy available on - and for the growth and expansion of the organisation, under the supervision of and with the support of, the Executive Committee.

Reporting to the Executive Committee, the Chief Executive will have overall responsibility for the organisation’s research, policy development and advocacy campaigns and for the raising of the organisation’s public profile.


Strategic Management of the Organisation

• Strategic and effective management of the organisation in line with agreed plans and mission statement
• Management and leadership of the organisation to a new more complex stage of development in line with the strategic plan

Policy-Development and Promotion

• Initiate and oversee the IRC’s research programme, ensuring the timely production of strategic research outputs in forms appropriate to the relevant audience

• Oversee the organisation’s advocacy and campaign strategies and ensure effective implementation of those strategies

• Contribute positively and effectively to debates on the welfare, rights and supports for asylum seekers/refugees, in line with the IRC’s mission, and influence decision-making by being a credible and leading opinion-shaper in the area of asylum/refugee issues

• Develop and foster excellent relations with relevant policy makers both nationally and internationally, act as a credible representative of the IRC on appropriate steering groups, advisory panels and committees and develop partnerships as appropriate

Financial Development

• Secure adequate future funding to ensure the IRC has stable, secure long-term lines of funding
• Manage the IRC’s finances efficiently and effectively
• Ensure best practice procedures are adhered to in the management of the IRC’s finances and management information systems

Development of Communications

• Proactively manage and build on the image, profile and reputation of the IRC in line with the strategic plan and mission statement
• Ensure that there is a clear communications strategy and policy on relations with the media and coordinate the IRC’s media response at external meetings, in interviews with the media etc., and, where possible and appropriate, represent the IRC on such occasions
• Encourage and support staff to network effectively
• Developing new and effective forms of communication within the organisation and the sector in general
• Ensure communications with funders are clear and effective and meet the organisation’s reporting requirement
• Establish and develop excellent communication networks with key decision- makers in the field

Organisational Development

Overall responsibility for the performance and activity of the organisation

• Work closely with staff to manage and coordinate the IRC’s programme of activities and ensure that strategies are understood and implemented successfully
• Draw up action plans and annual reports to ensure progress on objectives set out in the Plan
• Report in a transparent and thorough manner to the Executive Committee on all matters relating to the management and finances of the IRC
• Ensure the availability of a skilled and motivated staff who perform to the best possible standards
• Manage career development needs of employees and good worker relationships, develop and implement an annual performance-review system for staff
• Ensure that the IRC is run in accordance with all relevant statutory regulations, providing the Executive Committee with information on relevant laws, policies and codes of practice on matters such as statutory requirements, governance and membership, and changes therein.

Other Responsibilities

Any other responsibilities which might be assigned occasionally by the Executive Committee


Accountability will be to the Executive Committee. This will be exercised through regular verbal and written communications on all areas of the management and development of the IRC.

The performance of the Chief Executive will be judged by the health and vitality of the organisation and effectiveness in implementing its plans and fulfilling its strategic objectives.

Specific criteria by which performance will be judged include:

• Achievement of overall IRC objectives
• Operational and development performance of the IRC as measured against the Strategic Plan and budgets
• Relationships with external stakeholders
• Effectiveness of IRC structures, processes and systems within the office
• Quality of reports, plans and budgets presented to the Executive Committee
• Quality and effectiveness of advocacy campaigns led by the IRC
• Quality and effectiveness of research and contributions to policy development on issues relating to refugees and asylum seekers

Measures of success

• Steady implementation of the Strategic Plan
• Funding secured
• Successful close-off on annual plans
• Progress on each of the seven main areas of concern in the strategic plan
• Organisation structure, grades and adequate rewards in place for staff
• Increased profile for the organisation and its policies

Candidate Profile

The successful candidate will be a dynamic, strategic manager with the proven ability to drive change within a challenging sector.

Candidates should be able to demonstrate a high degree of success in the following areas:

• Policy-promotion and direction of advocacy campaigns
• The management of voluntary organisations / NGOs
• The development, implementation and management of business strategies and plans
• Superior skills in the development of communications, including the ability to negotiate and deal with the media, funders and government bodies
• Strong motivational approach to management

Previous Experience and Knowledge

The successful candidate will have
• At least a primary degree or professional qualification
• Previous experience at a senior level in a policy development, NGO or related environment
• A thorough understanding of the sector, and an interest in issues facing the refugee and asylum seeking community in Ireland
• Experience of lobbying and influencing policy-makers, legislators, service providers
• Experience of working in partnership with a range of other bodies/organisations/interest groups, representational groups etc.

Skills and Aptitudes
• Leadership skills and ability to motivate others to achieve to their highest potential
• Ability to think strategically and to translate strategy into manageable actions
• Highly organised
• Excellent interpersonal skills
• Personal credibility so as to be accepted as a national figure of importance in the field of asylum / refugee rights
• Excellent communication skills
